A ERSS Fee Advisory Board has been established to advise the department chair on how the new campus fee is to be used to improve the operation of the ERSS Department. The $200 per term fee works out to be approximately $26,000 extra per quarter. (that is assuming there are 130 students in both Earth and Soil Science majors) Everyone's input to this committee is important as new plans are formulated for building excellence.

ERSS College Based Student Fees At Work 2004-2005

The ERSS Student Fee Committee met 24 times during the year. At those meetings the Committee identified the objectives for spending in the current year, verified the budget allocations and expenditures, received and approved proposals from faculty and students, heard reports, and solicited ideas from both faculty and students on how best to utilize the student fees. The students work well together and provide excellent input on decision making.

As a result of the student's wise decisions the faculty are better able to offer courses using modern equipment and students are prepared for advanced jobs because of the investments made which prepare graduates with an advantage in the workplace. This year's ERSS Student Fees are at work as depicted below.

Earth and Soil Sciences (ERSS) Student Fee Advisory Board

Article I. Preamble

     The students, by majority vote, favor the implementation of a College Based Fee of $200 per quarter per full time student. The goal for the increase in tuition is to provide resources to departments, in addition to those provided by the State of California for improving the Earth and Soil Science Department Programs. The students enrolled in the Earth and Soil Sciences Department, to provide advice to the Department Chair, organize as a Department Student Fee Advisory Board (herein after identified as the Board). It is the intent of the Board to abide by all pertinent Department, College, and University regulations.

Article II. Purpose

The Board has been formed to foster communication from the department student body to the ERSS department chair and faculty on the use of revenue generated from the College based Fees.

The Board has the responsibility to advise the Department Chair on matters pertaining to the use of the yearly College Based Academic Fees for the purpose of enhancing the educational mission of the ERSS Department.

The Board and Department Chair are to prepare an annual report on fee expenditures for all students in the ERSS Program and send this report to the Dean of the College.

  Article III. Membership

Student Membership

Student membership on the ERSS Department Student Fee Advisory Board shall consist of 5 to 10 students recommended each fall term by the ERSS Club. A quorum consists of five students and one faculty member. Board members must consist of students having sophomore to senior academic rank.

Students serving on the Board must be in good academic standing with a GPA at or above 2.0 at all times.

Representation from Soil Science and Earth majors shall be in proportion to the number of majors in each respective program.

Currently enrolled students in good academic standing may serve up to three years on the Board.

Students on the board must enroll in SS 301.

   B.   Faculty/Staff Membership

Two tenured faculty and one non-tenured faculty member, appointed by the Department Chair, shall serve as voting advisors of the Board.

The Department Equipment Technical Support staff person shall serve as a voting member of the Board.

Article IV. Officers

Officers of the Board shall consist of a Chair and Recording Secretary, chosen by election.

The Chair and Recording Secretary, in consultation with advisors, will develop an agenda for each meeting of the Board. The Chair and Secretary are responsible for conducting Board meetings and keeping minutes of all sessions. Minutes of Board deliberations shall be maintained by the ERSS Department Secretary and placed on the ERSS Department website following approval by the board.

With the aid of faculty and staff advisors, the Chair and Secretary shall prepare an annual report to the ERSS Department Chair on the Board's recommendations for the use of collected fees.

Article V. Meetings

The Board shall meet at least once per quarter.

Robert's Rules of Order shall be used to conduct Board business.

A quorum shall consist of at least 5 students and 1 faculty member.
